It ain't heavy, it's my backpack

Can anyone shed any light on encumbrance rules in this glorious new 4th edition?

All I could find was in the PHB stating that Heavy Load (greater that 10xStr) means that you are slowed.

Is there any other effect - maybe on your to-hit or AC or movement speed or skills?

  1. As far as I can see, you can carry 10 x your strength score without penalty.
If you carry more than that, your speed is reduced to 2 and you have to use both hands to support the load.
If you pass 20 x your strength, then you can only push or drag the object up to 50 x you strength.
Therefore, the additional penalty seems to be the inability to use a weapon, wand or shield.
    :S
This means though, that Dokan with a strength of 13, should easily be able to carry 130lbs. Easily enough the wear his plate armour and carry his broadsword and light shield. (Total weight: 61lbs.)
